Job Summary

Provides direction and consultation as ESH – Professional Laser Safety Officer for research activities.


Areas of expert consultation and support will include:

  • Establishing and maintaining adequate policies, procedures and practices for the control of laser hazards that comply with applicable standards and provide for safe conduct of work.
  • Facilitating and upholding the implementation of all elements of NREL’s Laser Safety Lab Level Procedure.
  • Conducting hazard analyses of laser operations to determine optical density requirements for laser eyewear and to define Nominal Hazard Zones (NHZ).
  • Providing expert advisement and supplying creative workable solutions to research staff in designing laser systems with appropriate controls.
  • Ensuring that prescribed control measures are effectively implemented and properly maintained.
  • Reviewing and providing recommendations to research staff on Class 3B and Class 4 Standard Operating Procedures (SOPs) and alignment procedures.
  • Providing direction in specifying appropriate protective equipment, such as laser protective eyewear, clothing, gloves, barriers and enclosures.
  • Confirming that protective equipment is being regularly inspected to ensure proper working order.
  • Leading and documenting Laser Safety Assessments for Class 3B and Class 4 laser systems.
  • Developing, leading and administering Annual Laser Self-Assessment process.
  • Leading Laser Safety Panel meetings and activities and serving as Chairperson for the panel.  Presenting panel activities to management and leadership team.
  • Leading and conducting periodic audits of laser labs across NREL’s campus.
  • Reviewing service technician plans for maintaining, servicing and aligning lasers and vetting their qualifications and preparedness for conducting the work.  Conducting safety orientations and developing/issuing Safe Work Permits for service technician work.
  • Along with line management, leading and performing qualification reviews for Laser System Supervisors.
  • Leading and serving on committees and occasionally leading the planning and hosting of national conference for DOE National Lab laser safety working group.
  • Developing and delivering laser safety training for laser operators.  This includes hands-on, classroom and computer-based training.
  • Conducting advanced risk assessments for research activities.
  • Applying in-depth knowledge and understanding of laser safety standards to interpret and facilitate compliance with those standards.
  • Reviewing plans for future research projects.
  • Presenting ESH and laser safety information at meetings with staff, management and leadership team.
  • Leading teams in resolution of concerns and issues related to laser safety.
  • Leading laser safety portions of Readiness Verifications for new or modified research activities.
  • Independently interacting with researchers, line management and senior management.
  • Performing special projects as assigned by line manager, individually and as a team member or team leader.
  • Developing plans for and conducting laser safety inspections, audits and oversight assessments.
  • Act as backup for ESH programs assigned to other ESH&Q Office members. These programs will be assigned based on the needs of the ESH&Q Office and the expertise of the individual.
  • Leading and implementing corrective actions for laser safety incidents and assessments.
  • Managing and independently completing all functions to create, maintain and update laser registrations and registration cards, laser inventory, hazard analysis calculations, SOP laser safety data tables, and signs and labels for laser labs and equipment.
  • Reviewing safe operating procedures.
  • Performing readiness reviews.
  • Interacting with researchers, line management and senior management.
  • Provide guidance to NREL staff on implementation of various EHS programs.
  • Apply advanced EHS technical skills to tasks within areas of expertise such as industrial hygiene, occupational safety, electrical safety, lockout/tagout, emergency response and others singly or in combination.
  • Implement and administer assigned NREL EHS programs and Office Desk Procedures.
  • Perform special project technical work, individually and as a team member or team leader.
  • Develop plans for and conduct EHS inspections, audits and oversight assessments.
  • Support and participate in Safety & Security Council/Safety Panel activities.
  • Provide New Employee EHS orientation. Develop and provide other EHS training to various organizational units. The training may be formal scheduled classes or informal, on-demand training on special topics.
  • Act as backup for EHS programs assigned to other EHS Office members. These programs will be assigned based on the needs of the EHS Office and the expertise of the individual.
  • Lead accident/incident investigation and causal analysis as needed. Follow-up on corrective action implementation.
  • Act as a member of the NREL Emergency Response Team for spill response. Responsibilities include: participation in drills, classroom training, wearing SCBA and maintenance of required certifications.


Required Education, Experience, and Skills

Relevant Bachelor’s Degree and 14 or more years of experience or equivalent relevant education/experience.

Or, relevant Master’s Degree and 12 or more years of experience or equivalent relevant education/experience.

Or, relevant PhD and 9 or more years of experience or equivalent relevant education/experience.

Or, relevant JD and 9 or more years of experience or equivalent relevant education/experience.

Applies advanced technical principles, theories and concepts. Contributes to the development of new principles and concepts. Develops advanced concepts, techniques and standards. Develops new applications based on professional principles and theories. Viewed externally as subject matter expert in field.

Comprehensive and advanced knowledge of laws, regulations, principles, procedures and practices related to specific field. Superior leadership, project management and problem solving skills. Ability to use various computer software programs.



Preferred Qualifications

  • Experience with biosynthesis, extraction, and purification of storage and structural components of cell biomass.
  • Certified Laser Safety Officer (CLSO), and/or Certified Safety Professional (CSP) and/or Certified Industrial Hygienist (CIH).
  • Master’s degree in environmental health, occupational safety, industrial hygiene or other relevant discipline.
  • Experience conducting safety assessments and applying hazard control techniques.
  • Proficient computer skills, including MS Office Suite, e-mail and ability to quickly learn database software applications, such as FileMaker.
  • Familiarity with DOE 10 CFR 851 Worker Safety and Health Program and Integrated Safety Management Systems.
  • Strong laser safety training and experience – such as a minor in physics, experience as a laser safety officer.
  • Experience working in a research and development environment – such as a laboratory or university.
  • Ability to perform site work that can involve extreme weather conditions and moderate physical exertion.
  • Ability to walk one mile continuously, able to stand continuously for two hours, able to lift and carry 45 pounds.
